Terms Of Reference for a Research House to conduct a repeat survey on financial inclusion in Mozambique – FinScope Consumer Survey Mozambique 2019

FinMark Trust (FMT) is an independent trust established in 2002 with the objective of making markets work for the poor. Initial core funding was provided by UKaid from the Department for International Development (DFID) through its Southern Africa office. Recently additional funders have come on board including the UNCDF, the Bill & Melinda Gates Foundation, the MasterCard Foundation as well as private and public institutions at country level. Thus, FMT has a catalytic role, driven by its purpose to start processes of change that ultimately lead to the development of inclusive financial systems that can benefit all consumers.

In light of the background above, FSD Mozambique (FSDMoç), a financial sector facility funded by DFID and the Swedish International Development Cooperation Agency (SIDA), met with key Government Institutions and Regulators, International Development Donors as well as with Financial Service Providers and their respective Associations, to gather their contributions and ensure that the survey responds to the needs of the industry. The FSDMoc, in collaboration with FMT is to conduct a repeat FinScope Consumer Survey in Mozambique primarily funded by DFID Mozambique. This survey is based on a national representative sample size of about (a) 5 074 households or (b) 9 138 households. The final sample size will be decided on upon once cost and time estimates have been taken into consideration on either sampling options.
